Search for Street Fighter Alpha 3 at Game Addiction (Click Here)

Unlockables:

Evil Ryu and Guile = Build your character to to at least lvl.30 - 31 in the World Tour mode.

Shin Akuma = Build up your fighter to lvl.32 in World Tour mode and beat Shin Akuma, then highlight Akuma, hold L2 and press X

Arcade Balrog = Finish the USA course in World Tour Mode, or you can play the game for 8 hrs, after either of the two are completed, highlight Balrog and press L2.

Battle ShinAkuma in Final Battle mode:
Beat the game with the difficulty set to 7 or 8 and once you've done that then select the Final Battle mode and on the character selection screen hold L1 + L2 and choose your desired character, continue to hold L1 + L2 until the versus screen appears and voila! There's ShinAkuma waiting.
